Preheat your oven to 375°F (190°C).
In a large skillet over medium heat, add olive oil and ground beef. Cook until browned, about 5-7 minutes. Drain excess fat.
Add chopped onion and minced garlic to the skillet. Cook for another 3-4 minutes until the onion is translucent.
In a greased 9x13-inch baking dish, layer the cooked ground beef mixture, then add thinly sliced potatoes, seasoning with salt, pepper, Italian seasoning, and paprika.
Sprinkle shredded cheddar and grated Parmesan cheese over the potatoes, then pour beef broth or water around the edges. Optionally drizzle with milk.
Cover with aluminum foil and bake for 30 minutes. Remove foil and bake for an additional 15-20 minutes until potatoes are tender and cheese is bubbly.
Garnish with fresh parsley before serving hot.
