Prepare the Hot Chocolate
- In a medium saucepan, combine the milk, heavy cream, cocoa powder, sugar, vanilla extract, and salt.
- Whisk the mixture over medium heat until it is hot but not boiling, about 5-7 minutes.
- Continue to whisk until the cocoa powder and sugar are fully dissolved.
Serve and Decorate
- Pour the hot chocolate into mugs.
- Top each mug with a generous dollop of whipped cream.
- Sprinkle chocolate sprinkles and add candy corn and chocolate eyeballs on top for decoration.
