In a small bowl, combine the soy sauce, cornstarch, brown sugar, and red chili flakes. Stir until the cornstarch is fully dissolved.
Drizzle sesame oil into a large skillet over medium heat. Toss in the minced garlic and grated ginger. Sauté until fragrant, about a minute.
Add the ground turkey to the skillet, breaking it apart with a spatula. Cook until it loses its raw red color, about 5-7 minutes.
Pour the sauce over the cooked turkey while keeping the heat on high. Stir well and cook for another 2 minutes until the sauce thickens slightly.
Gently fold in most of the chopped chives, saving some for garnish. Turn off the heat and stir to combine.
Sprinkle sesame seeds and reserved chives on top. Serve over rice and alongside fresh vegetables.
